You must be age 65 or older or have a disability as determined by Social Security. Your Income must be below 33% of the Federal Poverty Guidelines. You must be a citizen or immigrant with a certain status and you must live in Kansas.
Medicaid pending is the status of someone who has applied for Medicaid but has not yet been approved or denied benefits.
What it means
Medicaid pending status can be a difficult time, especially if the applicant needs long-term care but can't afford it.
How long it lasts
Medicaid pending status lasts until the applicant is approved or denied coverage, which can include time to appeal a denial. In theory, states are required to respond to applications within 45 days, or 90 days if a disability determination is needed. However, it can often take longer.
What to expect
While Medicaid pending, applicants can receive services from nursing homes, assisted living residences, and in-home care providers. Care recipients are not responsible for paying fees, but nursing homes and caregivers are not required to accept Medicaid pending residents.
What can cause a delay
A common reason for a delay is missing or incomplete documentation. The application process can also be time-consuming because of Medicaid's Look-Back Period, which requires applicants to provide documents that illustrate their financial history for a period of time before their application date.

Medicaid: A government program that can help cover nursing home costs for individuals with limited income and assets.
Medicare: While Medicare covers some short-term skilled nursing care following a hospital stay, it generally does not cover long-term nursing home care.
Veterans Benefits: Veterans may be eligible for additional benefits to help pay for nursing home care.
In Kansas, Medicaid beneficiaries in nursing homes are allowed to keep a $62 per month personal needs allowance (PNA). This amount is deducted from their gross monthly income, as well as any Medical expenses not covered by Medicaid or other third parties. The PNA can be used for personal items like clothes, snacks, books, haircuts, and flowers.
Any Income over $62 per month must be applied to nursing home costs, unless there is an exception. For example, if the beneficiary is "dual eligible" they can keep enough income to pay their Medicare premiums. They can also keep enough to make Medicaid-approved spousal income allowance payments to financially needy spouses who are not Medicaid applicants or recipients.
Kansas' Medicaid look-back period is 60 months (5 years) before applying for Medicaid or Nursing Home Medicaid. During this period, Medicaid officials review the applicant's financial history to ensure they haven't: Gifted assets, Sold assets for less than fair market value, and Intentionally "spent down."
Violating the look-back rule, even unintentionally, results in a penalty period of Medicaid ineligibility. The applicant will need to pay for care independently during this time.
